ECVET

As a part of the Copenhagen-process the European Commission has introduced several instruments to enhance transparency within the different qualifications systems in the European member states, such as EUROPASS, an eight-level European Qualifications framework for lifelong learning (EQF) and a European Credit system for Vocational Education and Training (ECVET).

ECVET is a credit system based on learning outcomes. On the basis of mutual trust it aims to promote transnational mobility in VET and enhance lifelong learning. In April 2009 the recommendation of the European Commission on ECVET has been adopted by the European Parliament and the Council. The implementation of ECVET in the member countries is voluntary.

The purpose of ECVET is to enable recognition of learning achievements during periods of cross-border mobility. ECVET targets to support the recognition of learning outcomes without extending learning periods.

ECVET is based on the following elements:

  • Learning outcomes are statements that define what a person in training knows and is able to do at the end of a learning period. They are defined in terms of knowledge, skills and competence. Learning outcomes can be achieved in a formal, non-formal and informal learning context.
  • Units of learning outcomes are meaningful sets of learning outcomes which make up a coherent part of a qualification.
  • ECVET points provide additional information in numerical form on the relative weight of a unit in relation to a qualification.
  • Memoranda of Understanding are agreements between two or more organisations, namely authorities responsible for VET programmes in their respective home country on the use of ECVET in daily practice. They regulate the manner in which learning outcomes achieved in transnational mobility are assessed, validated and recognised.
